Anyone know why someone would remove butterfly valves from an 800cfm edelbrock?

Why would you remove butterfly valves and linkages off the 800cfm edelbrock?  It's been run this way...

    I would say someone was using a add on induction with it's own air intake regulation

    I'm pretty sure one of my BIL's told he pinned the butterfly's open for drag racing.
