Total newbie to cars.

I don't know much, but I already have a feeling that I want to spend a tiny bit to medium amount of money into modding my car. Apart from me already needing some maintenance done on the car, I want to know what mods I can put into it without killing the bank or becoming a ricer. Also, what are some other forums and sources where I can learn a lot as I progress into car knowledge?
