Tire Tread Punctured By Nail

My tire tread was punctured by a nail approximately one inch from the sidewall. A technician
said the puncture was too close to the sidewall to be repaired safely. True or False?

    True. That is where the edges of the belts are, and damage in that area can lead to a structural failure.

    I have had a tire replaced for the same reason. On the nail on the tread but close to the sidewall. I would not risk my life or others life for a busted tire.
