issues with 2009 RX 350 tpms ecu?

I have a 2009 RX 350, I had tires replaced on it and they broke my tpms sensor. they have tried 3 different sensors and every time the sensors read the right pressures and temps but the threshold on the tire pressure reads at 2.5 lbs when the original 3 sensors read at 31 lbs. is this an issue with programming of the sensor or is there an issue with the tpms ecu? have talked with lexus and they told me they have had issues with the ecu's but those problems occurred before replacing a sensor. told me I would have to replace tpms ecu with new a ecu. just wondering if there are othere otions cause they want 599 for just ecu not including programming and installation. I have been working with a Toyota dealership, do not have lexus dealership with in 300 miles
