Van has heavy shudder when braking not sure where to turn next?

I have replaced brake shoes drum, wheel cylinder, cleaned up axle rotor, welded up a mounted pad that had heavy groove worn in on backing plate. After all that I still have a heavy shudder and as van slows to a stop has a potential of wheel locking up if brakes are pressed hard enough. Not sure where to turn next?

What is an axle rotor? What is the mounting pad for and why would you weld one up?

Heavy shudder under breaking is a brake rotor with high spots on it - cheap relacement. Else steerng geer lose - idler/pitman replace.

The mounting pad is where each brake shoe rides on the backing plate, there is usually three per shoe one of these six pads had a deep groove worn into it from the old pads.  The axle rotor is where the wheel stud bolts are, one forum explained that even a small amount of rust/corrosion could throw the drum out of alignment.  I replaced the brake drum originally but when the shudder was felt it was replaced again but still the same thing.  

When everything is cold no shuddering at all is felt, after everything warms up then the shuddering starts.

I had a thought that the parking brake arm might not be returning all the way to its "home" spots leaving the shoes out of alignment so I disconnected it on the wheel that is the problem but still has a shuttering problem while braking.

Hello! I don't know what kind of van you have, so I don't know where it is located on your vehicle, but every vehicle with a hydraulic braking system has an equalizer block, some call it a splitter block that regulates the pressure between front and rear braking. Some more sophisticated systems regulate each wheel, but if there is a flake of rust or a worn valve in the block you can have this happen. Can't say for sure, but I would check it out, good chance and can't hurt. Good luck.
