Van has heavy shudder when braking not sure where to turn next?
I have replaced brake shoes drum, wheel cylinder, cleaned up axle rotor, welded up a mounted pad that had heavy groove worn in on backing plate. After all that I still have a heavy shudder and as van slows to a stop has a potential of wheel locking up if brakes are pressed hard enough. Not sure where to turn next?

Heavy shudder under breaking is a brake rotor with high spots on it - cheap relacement. Else steerng geer lose - idler/pitman replace.
When everything is cold no shuddering at all is felt, after everything warms up then the shuddering starts.
I had a thought that the parking brake arm might not be returning all the way to its "home" spots leaving the shoes out of alignment so I disconnected it on the wheel that is the problem but still has a shuttering problem while braking.
Any help is appreciated!
