97 Saturn SC2 delay in fuel pump turning on

My 97 SC2 has a delay in the fuel pump kicking on. With this car I have to turn the key to the on position and wait till I hear the fuel pump engage or it will not start. Since the weather here in Michigan has changed to chilly and damp the delay which was around 3 seconds maybe has not turned to closer to a minute? Anyone have any ideas what is possible causing this? The car runs great when it finally starts. Any help is greatly appreciated.
