Electrical Problem: Current to Starter, Generator and PDC but not to Junction Box

2000 jeep grand Cherokee.My friend bought this used grand Cherokee and it ran fine all the way home. The vehicle was not started again because the next morning water was on the floor boards. He is attempting to replace the heater core and needed to remove the carpet too . He started by removing the radio and other components on the dashboard. Most of the trim was removed along the dashboard as well. The transmissions selector housing was removed as well as the seats, driver and passenger and back seats. The Manual says to straighten the tires so the steering column can be removed once locked. He turned the key and nothing happened. No click or turning of the engine. The horn would not work and the headlights would not come on. We checked the battery and replaced it. The ignition still won't start and no horn or headlights. Check the voltage between the battery and the power distribution box and it was good. Fuses and relays were checked and replaced if needed. Voltage is getting to the cavity. Check voltage at junction box and no power. There is voltage to the generator. There is voltage to the starter. At connector C102 there is power at the terminals. At connector C106 there is no power. That's about as far as we got. Please... any help?
