'05 Z71 5.3L - 4 wheel won't engage.

Hello, the 4 wheel actuator on the transfer case has gone out once before. The lights on the 4 wheel dash switch are for the most part out but will on occasion come on. This issue has been around for a year. A month ago I felt (and heard) the 4 system engage as I pulled out of the driveway. The "low" light was on and it was in 4 low. I had to shut the truck off and on for 15 minutes to get it back in 4 high.

My question is, could the switch be bad rather than the actuator? The truck has a 160,000 miles on it.
