Right headlamp won't go out

my right headlamp wont go out. kills battery. dealer ran up $600 bill has no idea. low voltage made radio unavailable? any idea?

    wow. for $600 did they check whether the problem is with the DRL circuit or setting or the light sensor . are they sure that the *left* headlamp is working 100% ? did they swap the two headlamps, just leave them hanging, to see if the problem moves with the physical headlamp? did they test or "bench-wire" in all new bulbs/headlamps and taillights to see if that changes anything? If the sensor is failed and DRLs enabled, the car will light the headlamps instead - circuit will detect darkness. (Does disabling DRLs change the behavior?)
