Electrical Problems

My 2002 Grand Cherokee is exhibiting strange electrical behavior. When the door is opened, the gauges fluctuate. The the ignition key is turned the gauges fluctuate but the starter does not turn over. The only electrical component identified working so far are the overhead lights. I've tried disconnecting the negative lead to the battery for 20 minutes but this didn't help. Any ideas what I should be looking for?
