2006 Ford Escape Hybrid rarely goes into electric mode

I have a Ford Escape Hybrid that I bought as a salvage. The car runs great but rarely goes into electric mode. I live in So. Cal. so obviously cold temperatures are not my issue. My commute is about 15 miles round trip and is mainly street driving. This car has no power and is really sluggish and I'm wondering if there is an issue with the electric system that would cause that. I like my car, but am not happy with the fact that I bought a hybrid that really only amounts to a normal Escape with a really heavy rear end. Any help would be greatly appreciated.

    Start by pulling codes from all of the modules on the car, then run the KOEO (Key On Engine Off) self test and the KOER (running) test for the powertrain nd hybrid systems and see what codes are generated. I would also help to see a snapshot of the hybrid system data.
