Overheating problem

I have a 1999 Dodge Durango with the 5.9 is it Normal for it to run at or in Between 130-210 But the line is right Before the 210 and When it is Hot out it sits on the 2 I Change thermostat &Flush the system........ Plz help............ :worried:
