License plate lights work intermittently

Hi all,
I just bought a 99 Windstar, pretty basic model, nothing fancy. "External light" dash warning light on, noticed the license plate lights do not work so I installed new bulbs #168 as noted in the owners manual. Nothing. Pull the trim panel, remove the housing, unplug the connector, get the test light, power to both sides at the female connection. Reconnect it, power at the sockets, both sides but no lights.
Turn off the lights, start the van, turn the lights back on, boom, working. I'm done. put it back together, turn lights off and back on, boom, not working. I give up after much more messing around! Any help people?
