Tow 2500 lbs, not too big, not too expensive

I'm looking for a car that can tow 2500 lbs but I live in a city and want to be able to go on long trips so good gas mileage and smaller size is a plus. I'm not really sure where to start and could use some serious help. My budget is 7000.

Towing is very hard on any car much less a small car that get's good mileage. You need to keep that in mind when you go shopping. I know I would never buy a car that has a class III trailer hitch on it. To two 2500 pounds you need at least a full sized car or better yet a pickup truck.
