If you have the AC on and the temp is above 50, the fans should be running to cool the radiator and provide a minimal air flow over the condenser coil in front of the radiator. If your fans aren't running, you've got to get it checked or use a meter and some electrical troubleshooting.
You don't say which Pontiac you have... but in the H-body I had in 1993, 1998, and 2003 some of the relays in the fuse-relay center have the same number and can be interchanged to check for bad ones. E.g., the horn relay may be the same as one of the radiator fans. There may be more than one relay in the fan circuit if you have two radiator fans and one has two speeds.
If you are able to use a voltmeter to troubleshoot circuits... There are electrical diagrams available at bbbind.com by giving them your email for reference or by joining autozone.com and using their troubleshooting diagrams.
But like Isell said, you've got to get that fixed to prevent overheating your engine.
