The inevitable LCM

Newbie here. My daughter's '98 Grand Marquis has been doing great then the inevitable loss of low beam headlights. High beams only with 'flash to pass' but all other lights normal. Replaced the LCM with an AI Cardone refurb but nothing changed. Reset the ECM and am curious if there's anything pertinent in the fuse/relay box under the hood and, if so, how to get into it.
