fuel pump issues

I would like to change fuel tank and pump to a plastic tank which also has a plastic cover on the pump top.
I loose volts as soon I plug in the pump. So the question is since the original tank and pump top was steel does it needed to grounded for the pump to work? I have trace the circuit out and have not found any damage wires, so would the ECU cause the voltage to drop out.
