Speedometer cluster replace

I put a new speedometer in and the new gauge is at below 0 when I'm going nag 20 mph the gauge reads 0 40 mph 20 and so on . Honda says it is not the new gauge but my old one will not go below 0 even if I push it with my finger anybody ever work on this before.
