Poor lights!

The car is great, but I have really dim lights. I tried substituting the stock halogens with the ultrabright Sylvania halogens with little improvement. Then I installed a HID kit with slim ballasts. A little bit better, but still very dim on rural roads, especially compared to my Lexus GS with factory HIDs.
Do you think that ordering an entire headlight assembly with installed HIDs would be better? An example would be these: https://www.google.com/webhp?sourceid=chrome-instant&ion=1&espv=2&ie=UTF-8#tbm=shop&q=2007+Camry+Hybrid+Headlight+conversion+reviews&spd=5292898238573064230

Has anyone had any experience with the new headlight assemblies with HIDs? Will I be able to see better on the dark country roads?
Thanks for your help, Tony
