4X4 Issue

I have a 1995 Ford Ranger with manual locking hubs. When I start the vehicle the 4X4 Low and High lights come on. However, when I lock in my hubs and turn the selector switch it will not lock into 4 wheel drive. The 4X4 high or low light will not come on either. Any ideas of what's wrong?
