Car Buying Advice - My offer and fees for 2015 Equinox

I'm looking to pull the trigger on a CPO 2015 Equniox fwd, with about 25k miles. Based on my research, the advertised price seems to be a good deal, although with tax and fees is still outside my budget. I have an offer from the dealer, which is basically list price plus fees and tax. The dealer has recently lowered the advertised price, which is now $14,913.
Additional fees are as follows:
License fee: $200
Dealer Services fee: $799
Zurich Shield: $199
Tire fee: $5
Tag fee: $79
Electronic filing fee: $132.95
Plus sales tax.
Total is $17,300.
What would be a fair offer for this car? Based on the above fees, I see about $1335 in dealer fees. Tag is something I cannot avoid.
My first thought is to offer list price plus tax, which would be $15807, or just star with a flat $15,000 offer.
Any thoughts?

I'm not a fan of the Zurich Shield for $199. This is a "Environmental" protectant for the vehicle. You can do this yourself for much cheaper. In fact, I saw a kit on eBay for $19.99. I'd try to negotiate that off right from the start! If you can, please answer my questions above and ask any questions that you may have
