ECM fuse blows when car is turned off and restarted

My car is a manual 2008 Kia Spectra EX. My car engine cranks but does not start. I traced it to a blown ECU fuse and replaced it. The car started, however, when I turned it off and back on it returned to its previous state of just cranking and not starting. The ECU fuse was blown again. I have tested the starter, the alternator, and the battery but everything seems to be working. Something is shorting and causing the fuse to blow. Any helpful suggestions?
