Air/heat and radio issues

2000 CHRYSLER CONDORDE LXi..car sat for a couple of years. Now the issues start. AC/Heater display comes on but the blower doesn't run. I pulled the blower motor out and tested and its good. The radio display comes on but all you hear is crackling from the speaker in radio, cd and cassette modes. Just wondering if these problems could be related to one another as the fuses and relays are grouped together. Any info will be greatly appreciated.
