is there any way to simulate power to the cluster to get the lights lit?

What year? Cause there are differences.
But, yes there is and you need to be careful, cause putting power to the wrong spot and a stepper motor (gauge motor) or module may let the smoke out. And you don't want to let the smoke out, cause you'll never get it back in.
Get the wire schematics and see which terminal is ground and which terminal is your dash light power and power them up.
I'm assuming your running into a dash bulb problem?
