AC not working

I just bought a 2007 Outlander from a private party. They told me the ac compressor was out. I have been trying to see if I am gettiing any power to the AC clutch, but have discovered that neither engine cooling fan, or ac condensor fan are working. Have checked fuses and all are ok. I also have not been able to locate a service manual to buy locally. Any help would be appreciated and also any suggestions as to where I can obtain a wiring diagram for this car.
