    Hmmm...so since you have a fleet of vehicles, you can choose not to take it on long trips - an owner would basically have no choice - he has no fleet. But then, since there are no long trips, its stellar highway fuel economy doesn't figure into the mix as much as it would if privately owned, and it misses its combined fuel economy target by 5.5% and your report, to Joe Average prospective owner, is that its fuel economy is lackluster. Duhhhhh...
