What kind of belt did he use? OEM or aftermarket?
Some cheap aftermarket belts make quite a bit of noise.
Which is why it is best to use an OEM belt.
The other thing is, did he replace the water pump when he did the timing belt??
If not, then it is quite possible the timing belt is slipping on the water pump and causing the noise or the tension was set incorrectly.
When ever a timing belt is replaced on an engine that the timing belt drives the water pump, the water pump, thermostat and radiator cap should be replaced. There may be some argument to that, but it's cheap insurance to have to avoid tearing it all apart again.
