Can used dealer charge over mileage on a financed car?

My mother was financing a car through a used dealer when she got in an accident and wrote the car off, the dealer than charged her for over mileage, I thought that only leased vehicles could have charges for going over a set amount of kilometers

Was she by chance making weekly payments to the dealer? Sounds like this may be a "buy here pay here" lot and the owner is not satisfied with the insurance payout. Look over the contract she signed. If there is no language in there about miles, then she should have nothing to worry about.
