Halogen headlights not working

Have 2012 Volvo XC90. The halogen headlights are not working. Bulbs seem to be fine. Fuses seem to be fine. There is no power getting to the connector to bulbs (the inner lights). The bending lights work fine. Without the halogen bulbs its very dim. In Canada.

Any help appreciated.
