AWD/4x4 not working and potentially no ABS

I have a 2008 Mercury Mariner Hybrid AWD but the AWD/4X4 is not working.
When I try to go up an icy hill, there is no power to the rear whatsoever, just the front wheels are spinning. No dash lights come on in normal driving or when front tires are spinning - not ABS and not the traction control. I checked all the fuses related to the ABS and AWD system. I also checked the tone rings, they’re not cracked. Any ideas on what the problem could be, and a potential solution?

On the same hill the brakes are locking up, so I’m pretty sure the ABS is not working.
