My daughter lost her only key to her 04 Jeep Liberty and I need to replace the Cylinder. How do I program the new keys to the vehicle.? I found step by step instructions for adding a spare key, does this apply to new keys also or is it a locksmith/dealer project.

This is easiest done with a professional level or O.E. scan tool. You'll need the SKIM code which you can get from the dealer with proper ID and the vehicle identification number.
