Replacing Brake Pads at 11,000 miles

My Lexus was bought brand new I take good care of it I bring it in for the regular maintenance, today at 11,000 miles they said my brake pads are worn and I am starting into the Rotors how is this possible, they claim its wear and tear then they said its from not driving enough , if it was wear and tear everyone would be replacing pads at 11,000 miles.
