Gas release trigger is rusted shut on my rsx!

Hello everyone, I am going to need to gas up my new rsx soon and didn't realise before buying that the gas release next to me seat is rusted and won't move and I therefore I can't open the gas cover to fill up :(, I don't know what to do to make it budge, what's the best course of action so that I can just have this latch work and get some gas into my car?

    Also I can't seem to lock the trunk...
