what's up with my clutch?

I bought this Beetle 2 days ago, 3 months after my car was stolen so I'm anxious to drive again. Second day my clutch isn't working or there is a secret handshake I don't know about.
Drove fine the first day. Next day after I figured out to depress the clutch to start it, none of the gears would engage.
Oh, 5 speed manual. I can't find the owner's manual anywhere on-line. Am I just doing something wrong? 1st gear nothing ...even if I put it in one of the gears and take my foot off the clutch...no jerking or movement at all. Someone said that the '99 has an electronic clutch. Would that mean that there is a fuse? Can't look under the hood because the handle to the hood release came off and I can't see how to connect it. UGH
