Starter issues

My husband was driving my car today and he said when he got into to leave the store it wouldn't start? So I did my research and what I was finding was telling my to check the neutral safety switch by putting the car in neutral and starting it but had no luck. So I checked the fuse under the hood for the starter the 20amp. and it was blown so I replaced that and it blew again so a little more research told me that the starter solenoid was bad so I replaced the starter and im still blowing fuses ????? Any ideas????
