Won’t shut off

I bought a 2008 Buick LaCrosse from an auction that was misrepresented and was fresh water flood damaged. I have it running and driving. When I go to shut it off everything except for the motor itself shuts off, dash, lights, everything off. After about 5 to 10 seconds the motor with die out (sounds like it runs out of fuel pressure) does anyone know what part of the system I need to change or fix next?

    Did someone rig the cooling fans to run all of the time?
