2008 VW Beetle engine fan wiring identification

I have a 2008 VW Beetle, the engine fan operates but very slowly, there are four wires in the plug. There are two large ( negative and positive) and two small. Are the two small wires coming from the thermostat as a signal for the fan control module? I do not have a wiring diagram and trying to figure out if I have a faulty sensor or fan/fan control module. Also, might be separate issue, when turning on the heater/a/c fan inside the car, there is a delay before the fans come on,

    If the fan is operating slowly, could it simply be the fan motor itself? I don't know for certain, but I would think the engine fan is either on or off depending on the signal it gets from the thermostat/control unit. the fact that the fan is running shows it's getting a signal to be ON. The fact that it's running slowly seems to indicate a problem at the fan motor itself.
