In Edmunds current review of the 2019 Toyota RAV 4 there is a mention of the car not responding to ones inputs. What could be the cause? I have test driven one and it seems to take a while for the car to move after stepping on the accelerator is this by design or is it a flaw?

My assumption is that the feel of it not responding is in comparison to the way other vehicles respond. Some vehicles are more responsive than others. So I think the word "flaw" isn't really applicable as it implies an error of some kind. There may be no "cause" other than it is how it is. If you want to call that "by design" I guess you could, but that doesn't mean Toyota has somehow decided to make the Rav4 unresponsive for whatever reason. The Rav4 has a lower top speed than some cars, better mileage than others.
