Fuel overload?

95 Ranger will only start if I remove the fuel pump relay until it starts and then replace it when it starts to run out of fuel and idle down. It will continue to run if I keep it slightly accelerated. Otherwise, it will continue to idle slower and slower until it dies and then I have to pull the relay and start the process all over again.
