Paint peeling on wheels

My 2004 Lexus LS430 has a problem with the paint peeling from all 4 wheels. Has anyone else had this problem and how best to fix it.

I also have a 2004 Lexus LS430. All 4 wheels are flaking off and looks terrible. I'm thinking of spray painting them with dupli-color wheel paints. I'll post a follow up with pictures if I end up taking this endeavor.
