HELP! Car will not start and all dashboard lights come on

I have no clue whats going on with my car. All the lights go on when i turn the key but it doesnt start and the guages all blank out. Like the car wont even make a sound. THe battery is brand new, So the battery light, the seat belt light, the ABS and the engine light. I have tried googling it and the only thing that works is when i remove the positive cable frrom the battery and reconnect. Which i think is resetting the computer inside. Any ideas? Please help!
