Starter not Enganging (Tested Everything)

I have an 07 scion TC. I changed the starter on it about a week and a half ago. It was working fine then all of a sudden will not start. It is making the classic whirring sound, when the starter is not engaging. I removed it and had it tested they told me it is fine. Battery tested fine. I looked at the fly wheel teeth they look fine as well. The only thing I can think is a loose ground connection. I don't see any connections that seem loose. Looking for some advice on what I could possible do or if anyone knows of a good video or pictures of all the wire connections I could check.
