Buying a Popular Newly Released Car?

It seems that some new model cars are popular in some areas but not in others (like electric cars or PHEVs). And it seems further that in the non-popular areas, the dealers there will order very few or none at all of those cars.

If availability is limited and the price is not being discounted in the popular areas, would it make sense to approach dealers in the non-popular areas to place an order for the car? Would that get me a better price if I’m willing to wait for the car to arrive?

And how would I know when the fleet dealer is about to place an order (I’m assuming that’s who I’d want to deal with, and who periodically places orders)?
