Electrical problem?

2003 Ford Windstar: Occasionally, and not necessarily simultaneously, (1) interiors lights flash on and off (2) rear windows may or may not work, one or both (3) speedometer, tachometer, temp gauge, fuel gauge go berserk, all at once or independently (4) power window and windshield wiper motors go bad. Then the other day while driving to work, lost all electrical systems; lights, turn signals, power windows/locks, window wipers (front & back), radio. Car would not re-start; I removed key, everything was turned off THEN, clock and hazard lights came on on their own. Then when attempting to start the motor, the heater fan engaged though the heater was turned OFF. Waited 1/2 hour, car started up and all systems were good.

Might be a problem elsewhere like a voltage problem making things go haywire in the modules. Hard to say. With no start, the Engine Control Module may be behaving oddly, but there seem to be so many things going on that it feels like a global issue like bad voltages to a lot of things.
