Car won't start unless jumped

My car won't start unless it's jumped and then i have to rev the engine to keep it from dying. If i'm lucky and it chooses to idle it idles between 200 and 500 rpm. If I'm driving and come to a stop it either dies or nearly dies and then I can't turn it on again without another jump. would cleaning the throttle body and IAC valve help this problem? or is it most likely an electrical issue? The battery isn't too old and after I charged it the engine still wouldn't start but all the lights and stuff would turn on. please help me I have to fix it because my dad needs to sell it and I don't have a car until I fix it.
