Wont start

After a bad rain storm car wont turn over. No noise besides one click under my steering colmn. Tried jump pack... Jumping it ... Nothing. This happen one time about 4 months ago. Shop came towed it. The shop went out to start it just to see and here what i did and started right up. Said no problem... Well until now. Same thing plenty of juice but i just hear one click under the drivers dash...any ideas???

With that description the suggestion is that something might have changed between when the car was sitting to when it was dropped off by the tow truck. In those cases I would often take the tools and service information that I would need to start the diagnostics before the car get's moved. It has to be tested while it is acting up so you need to find someone mobile with the ability to do that.
