Tranny won't change when cold

Hi, i have a 2002 2l Beetle who's tranny will not change from 2nd it the weather is cooler. It will after I drive it for 20 minutes, pull over, remove the key and restart it. Other electrical thigs seem to be connected to the issue like the heated seats will also then work, sometimes my sunroof will open on it's own etc. Any ideas?
