1989 TC will not start

car was running when parked 1 1/2-2 years ago. new parts- fuel pump and filter, battery, spark plugs. engine now has fuel to the rail (not sure how much pressure) spark to the plugs and 12v to the injector harness plug. engine will not start. will start will starter fluid.
