This converter is supposed to go on California emission cars. Will it also work on a non-california emissions car? It looks the same.

The listing that I found shows that this is not for California Emissions vehicles. It is listed as a direct fit 49 state but you will find a lot of catalysts listed that way. The real measure of any replacement catalyst is does it pass the vehicles Oxygen storage capacity onboard test? We have seen a lot of replacements that fit but start failing the onboard test within about a year. CARB certified replacements do not have the same weakness and can be legally used in California emissions vehicles and will keep the check engine light out.

I went to advance auto parts and they said it would not fit a Protoge 1.5 engine. I'm very confused and only seem to get conflicting answers.

I sourced the part number from your first post. Looking on RockAuto you car calls for the convertor in the linked page As long as it doesn't need California Emissions
