Code P137

I had a code P0036 (google said bad sensor heater circuit Bank1/Sensor2) so I replaced the O2 sensor and now I am getting a P137 (google says low voltage on the same sensor Bank1/Sensor2). I have cleared a couple times but is comes back. Looking for ideas to try. I thought I would try another sensor but they are $45 so if that doesn't work I am in $90 and will still have to take it a garage! Appreciate any input!
